The purpose of this project is to design and construct new pedestrian midblock crossings at Watson Drive & State Road (S.R.) A1A and Coral Way & S.R. A1A in Indialantic.

On November 30, 2023, the Florida Department of Transportation (FDOT) hosted a public meeting regarding a proposal to install crosswalk improvements near the intersections of State Road (S.R.) A1A at Watson Drive and S.R. A1A at East Coral Way in Brevard County.

At the public meeting, FDOT received requests to reevaluate the possibility of installing traffic signals instead of crosswalks, the necessity of the crosswalks themselves, and whether Rectangular Rapid Flashing Beacons (RRFB) were the appropriate choice for these crosswalks. Additionally, concerns were raised about the length of the raised median refuges, particularly their impact on side street ingress and egress movements at East Coral Way.

To address these concerns, the Department conducted new pedestrian and vehicle movement counts in spring 2024 on both a weekday when school was in session and a weekend with favorable beachgoing weather. The updated data indicates that installing traffic signals on S.R. A1A at Watson Drive and S.R. A1A at East Coral Way is not currently warranted. Both intersections have side street volumes well below the thresholds required to justify installing traffic signals.

Furthermore, the volume of pedestrians crossing S.R. A1A continues to justify the installation of midblock pedestrian crosswalks near S.R. A1A at Watson Drive and S.R. A1A at East Coral Way.

Therefore, FDOT will proceed with the efforts to design and construct midblock pedestrian crosswalks near S.R. A1A at Watson Drive and S.R. A1A at East Coral Way. Both new crosswalks will provide RRFBs, in- roadway lights, activation buttons with a verbal warning message and instructions for pedestrians, and supplementary signing and markings consistent with existing crosswalks on S.R. A1A between U.S. 192 and S.R. 404. Regarding concerns about vehicle movements at East Coral Way and the Silver Palm residences, the Department will design a crosswalk with a smaller median refuge to better accommodate the traffic flow currently using the shared center lane.

We anticipate completing the design for these improvements in late 2024, with construction beginning in spring 2025.
